You can create your workflow applications at process level using XPDL Designer. Open the Process Dialog and click Applications tab as shown below in the figure:

You can add applications by using New button in the above dialog. Other buttons like Edit and Remove will help you to manage applications in your workflow processes.
You can also add applications to desired workflow processes using Package Explorer. Simply Right Click on the Applications item under any desired workflow process and select Add option from the context menu (that would appear after you right click) as shown below:

Whether you make use of Process Dialog or Package Explorer, in both cases, you will see the following dialog to add an application to your workflow process:

The way of adding and managing applications in a workflow process is same as that of a workflow package that is already described in our previous topics.
