I have this which looks like HTML and opens correctly in Excel.

I tried to open it using Aspose.Cells (4.7.1.0) and it does not recognize the file.

Can you open it as is without opening it in Excel and saving it?

Well, since your file is an html file and I am afraid Aspose.Cells for .NET does not support to read/load html files at the moment. The component can only support to save excel workbook to html file format though. We may support it in our future versions of the component.

I think, now, you may open the file into MS Excel manually and save it as "Microsoft Office Excel Workbook", then use Aspose.Cells for .NET to manipulate the file.
