We are looking for a tool that will take a ms-word template or document and convert embedded tags with text and write the file out as a ms-word doc.

We would need information on how to create the embedded tags - should they be fields, bookmarks, etc? And some sample program that does this.

Please be more specific in what you mean under embedded tags. Would you like to substitute some predefined markers in documents with generic contents? Yes, it is easily possible with mail merge and bookmarks. We can help you choosing particular implementation dependent on your task. Please share with us what template you are going to develop.
