WBS Property is null

When I import a simple MPP file in MS Project 2003 format the WBS property for each task is null. However, if I go into the MPP file itself and change thw WBS field to something other than the default the property is read as I would expect.

Is this behaviour correct?

I have worked this one out.

If the Outline Number = WBS then WBS is null

If the Outline Number != WBS then WBS is populated.
